Agriculture contributes nearly about 45% to the net state domestic product. It is the main source of income as well as employment in the state, providing direct employment to 71% of the population. Fruit growing in the state fetches over Rs.300 crore annually. Geographically Baddi-Barotiwala-Nalagarh region lies in the lap of outer Himalayas forming part of Shiwaliks. The region is characterized by undulating topography lying in the periphery of Solan district of Himachal Pradesh. It is bounded by hills in the north and plains in the south which run contiguous with the plains of Haryana. This region is the most sought after area in the state for establishing industries. Located in the plains with good connectivity to neighboring states, entrepreneurs prefer to establish their manufacturing units. This interest has been boosted by the friendly industrial policies of the state that are aimed at encouraging industrialists to invest in the State. Projections a. Population of Special Area is anticipated to be 4.35 lac by the year 2021. b. 60 percent of population shall directly be dependent on the industrial or secondary sector, 30 percent of the population on the tertiary and 10 percent on the primary activities by the year 2021. c. As 38 percent of the total population is anticipated to be workforce, there are likely to be 1,65,565 workers by the year 2021. Baddi is an industrial town and a Nagar panchayat in the Southwestern Solan district of Himachal Pradesh, a hill state of northern India. The town lies on the border of Himachal Pradesh and Haryana states in the Shivalik Hills, around 35 kilometres west of Solan. Chandigarh, a union territory and the joint capital of Punjab and Haryana, is around 40 kilometres west of Baddi. Baddi in the Solon district of Himachal Pradesh is emerging as the pharmaceutical industry capital of India. More than half of India's pharmaceutical production, mainly formulations, would originate from Himachal Pradesh in few years as 200 odd medium and large-scale units are coming up in and around Baddi. The Government of Himachal Pradesh and its agencies have developed a number of Industrial areas in the Baddi-Barotiwala-Nalagarh region. The Industries Department, has Industrial areas at Baddi, Barotiwala, EPIP Phase-I at Katha Bhatoli and EPIP Phase-II at Thana. The Himachal Pradesh State Industrial Development Corporation (HPSIDC) and Himachal Pradesh Urban Development Authority (HIMUDA) have also developed industrial areas in Baddi & Barotiwala. Besides this, several industries have been set up on private land under preview of BBNDA. There are about 139 medium and large-scale units and 622 SSI units functioning in Baddi-Barotiwala-Nalagarh area Climate and Rainfall The climate of the region is sub-tropical in the lower reaches of the district and moist temperate in the upper reaches. Generally the rainy season commences from the first week of July and continues up to the first half of September. Average yearly rainfall in the Baddi-Nalagarh area is about 143 cms with occasionally foggy weather. Winter rains generally commence from the last week of December and continue up to the end of February. October, November and March to May are relatively dry months. Due to significant variations in altitudes in the district the temperature also varies considerably. Minimum temperature goes below 0°C in higher reaches during winter and the minimum temperature exceeds 40°C in lower reaches during the summer season. Temperature varies from 8°C to 42°C. Topography The Baddi-Barotiwala-Nalagarh planning area is located on a flat terrace which is surrounded by Dharampur range, Surajpur-Haripur-Mandhala range and Shiwalik hills. Geology and Soil The area is suitable for growing cereal crops, sweet potatoes ,mangoes and citrus fruits. Geological formation is generally of sand, loam, gravels and clay. But a stretch below Pinjore-Nalagarh Highway forms alluvial soil and fertile agricultural land. The area is irrigated through ‘Kuhls’ and tube-wells. The bearing capacity of soil is 15 tonne/sq m which is suitable for urban development and construction of super structures. Forest Areas The forests of the State have been broadly classified into coniferous and broad-leaved forests. The vegetation varies from Dry Scrub Forests at lower altitudes to Alpine Pastures at higher altitudes.Forests in Solan district are mostly managed by 3 divisions namely Kunihar, Nalagarh and Solan. The study area falls under Nalagarh Forest Division. This Division is further divided into four ranges –Nalagarh, Baddi, Ramshehar and Kohu. In reference to the study area, the Divisional Forest Officer, Nalagarh informed that the total area under Demarcated Protected Forest cover in Nalagarh division is 10233.89 ha. Out of this, 3360.97 ha area in Nalagarh Range, 3146.3 ha in Baddi Range, 2462.1 ha in Ramshehar Range and 1264.48 ha in Kohoo Range. The area under Reserved Forest falling under BBN Special Area is 3120 ha and under dense forest is 8664 ha. Map 3.7 shows the Reserved Forest, Dense Forest and Open Forest in BBN planning area. The forests do not form a continuous and compact belt but are scattered throughout the division occupying mostly steep hillsides. Due to variation in altitude, depth and available soil moisture vegetation found here mostly consists of chil, khair, kikar, mango, neem, shisham, etc. Forest department does not allow any green belt cutting in the area and only salvage marking is allowed. There is about additional 15,399 ha of land which is wasteland (shamlats). Apart from this 25 hectares of land has been earmarked for development of eco tourism. Rivers and Water bodies Sirsa is the main river stream in Nalagarh sub-division. It has its source in the hills above Kalka and runs North West along the base of the Shiwaliks eventually joining the Sutlej at Avankot in Ropar district. The region is drained by tributaries of Sirsa River like Ratta, Ballad, Surajpur choe and Nanakpur, emanating from Kasauli range. Other tributaries of Sirsa are Kundlu Ki Khad, Chikni Khad, Khokraka Choa, Kali Nadi, Pola Nala. These are ephemeral streams which remain dry for most of the year and are prone to flash floods during monsoons. Watersheds/Catchment Area Watersheds, the region has several local watersheds, defined by the ridge lines. The largest one is roughly in the center, characterized by the primary drainage path of the site. A study of watersheds and water flow patterns would be much helpful in siting buildings and laying out roads on the site. Flood and Erosion The BBN area is disected by numerous streams and rivulets, Sirsa being the main river of the area. The area is prone to flooding and experiences flash floods whenever there is heavy rainfall in the upper reaches of Shiwalik range. The BBN area experienced a major floods in 2001 when an old bridge on Sirsa Nadi was washed away under its impact Air Quality Ambient air quality depicts the level of the pollution existing within the region. The ambient air quality is of medium* category near Baddi and Barotiwala region ( Zoning Atlas) this is due to the agglomeration of the various air polluting units like clusters of stone crushers ,brick kilns industries with furnaces and cement plants. Comparing the air quality status of the region with national air quality standards as mentioned in Table 3.3 it is found that the SO2 and NOx levels are within the permissible limits at all the stations whereas SPM levels are found to be high at most of the stations. Surface Water Sirsa river is the main river in the region. The direction of the river is from the southwest to northeast in the Baddi –Barotiwala region the Chota Kalta Nala, Pula Nallah, Sandholi Nallah etc. are the minor tributaries that bring the water to the river. These are the natural seasonal drains, and they usually bring the runoff from the mountains into the Sirsa river during the monsoon season. However, due to industrial development in the region these nalas or the seasonal drains are effluent channels. During the monsoons these nalas carry runoff as well as industrial effluents but during the lean period they are used just as natural industrial drain carrying waste water from the adjacent industrial clusters. There are four nallahs that are discharging industrial effluents into the Sirsa as follows. • Housing board drain • Gullarwala nallah • Mahrawala • Sandholi drain The monitored data shows that the quality of river is quite poor as the suspended solids have crossed the permissible limits d/s Sandholi drain. The total hardness is more than the permissible limits of 100 mg/l almost at all the points. The BOD level is critical d/s Sandholi Drain where it is already 30 Mg/l there are also public complains regarding pollution problems of river. Sewerage & Storm Water Drainage • There is no proper sewerage network in the area. 41% of the sampled households are using covered drains to dispose off waste water while 13% dispose in open drains. • Situation is no different for storm water drainage. There is no separate system for disposal of storm water. 35% of the respondents said that storm water gets drained in covered drain while 49% said that it gets drained through natural slope into the streams. Solid Waste Management • Open dumping is most prevalent in the area as 25% of respondents resort to open dumping of domestic waste. Apart from it 19% burn the waste and 32% are using two disposal methods. Only 2% throw their waste in municipal bins. This reflects that there is no efficient waste collection and disposal system in place. At present 642 industrial units are functioning in Baddi & Barotiwala area. Out of which 130 industrial units are of L&M scale category and 512 units are of SSI-tinny category.
